      Interactions Between Fish and Birds
      Implications for Management

      Growing conflicts between fish-eating birds and the fisheries managers trying to prevent them from depleting their stocks compelled the International Fisheries Institute at the University of Hull in the United Kingdom to sponsor as special symposium and workshop in 2001 titled "Interactions Between Fish and Birds: Implications for Management."  The papers selected for the symposium, and collected in this volume, analyze the impact that the birds are having on fish populations and seek to understand the role of habitat and mitigation efforts on that impact.
      The editor of this collection, Ian G. Cowx, contributed to five of the 28 research papers and authored the concluding piece, "Interactions Between Fisheries and Fish-eating Birds: Optimizing the Use of Shared Resources" in which he calls for further research and greater cooperation.
      "How can we minimise the potential conflicts between fishermen and bird conservationists?" he asks. 
      "The solution probably lies in the optimization of resource allocation of the fish stocks to satisfy both groups. Essentially, sufficient fish must be available to satisfy the demands of the anglers/fishermen in terms of catching success while allowing the birds to co-exist. The principal mechanism adopted by fisheries managers to enhance fish stocks is stocking."
      The research and case studies presented in this book are primarly European, ranging from problems with water birds in Estonia and colonial wading birds in Austria to mergansers in Wales and cormorants in Germany. They illustrate how ecological, environmental and conservation issues combine with  commercial pressures to make the management of exploited fish populations a complex and difficult task.
